State Department Could Forfeit $60M In Counter-Propaganda Money

Washington is ready to discuss with Moscow the sequence of steps necessary to overcome the conflict in Syria, US Secretary of State Rex Tillerson said.

William Brownfield, a career diplomat who now leads the State Department's law enforcement and anti-narcotics efforts, is a top pick for Tillerson to be the State Department's new assistant secretary of state for Western Hemisphere affairs, two senior State Department officials and two former officials told Foreign Policy.

The Kremlin-backed news site Sputnik compares the Global Engagement Center to the Ministry of Truth from George Orwell's 1984, and Hammond told Politico the secretary of state did not want to upset Russian Federation while trying to find common ground on Syria and other matters.

It is highly unusual for a Cabinet secretary to turn down money for his department. "I don't expect to see that happen", Susan Thornton, acting assistant secretary for East Asian and Pacific Affairs, said in a teleconference previewing his upcoming trip.

It will also look at whether a country already hosts other European Union agencies to ensure they are not monopolised. Eight cities have applied for EBA, which employs 160 people and writes and coordinates banking rules for the bloc.

Hammond, who serves as Tillerson's spokesman and on the department's policy planning staff, has said the unit hadn't explained how $60 million, which will expire next month, of the earmarked funds would be spent, but the former State Department official denied that was the case.

"What we're seeing is a small group of people with very thin knowledge making all the decisions in a very centralized and isolated process".

The fight over funding comes amid Tillerson's push to restructure the entire State Department.

The State Department did not respond to Newsweek's request for comment on why the money hadn't been spent and what it has been set aside for. Brownfield's current role as assistant secretary of state for global law enforcement and narcotics could give him a leg up in the administration's eyes, one senior State Department official told FP, speaking on condition of anonymity.

The Senate last week approved new sanctions against Russia، Iran and North Korea that are now waiting for President Donald to sign into law.

Trump has preserved the deal for now, although he has made clear he did so reluctantly after being advised to do so by Tillerson.

Thornton said Tillerson would have the chance to engage with China's foreign minister at the meetings of the Association of Southeast Asian Nations in Manila, but had no plans to meet North Korea's foreign minister there. At a House Committee on Armed Services hearing in March, several experts said USA counter-propaganda efforts are disjointed and lack a strategy tailored to specific threats.
