North Korea has demonstrated some level of restraint: Rex Tillerson

Posted August 24, 2017

The sanctions are part of a broader U.S. effort to disrupt the funding of North Korea's weapons programs through its export of natural resources such as coal and minerals and foreign-based financial transactions undertaken for North Korean interests.

The sanctions also hit two companies that arranged for North Korean laborers to build statues in foreign countries.

This positive message comes just after new sanctions by the u.s. Treasury, which has designated Tuesday, ten businesses and six individuals, Chinese and Russians, accused of providing financial support to North Korea, particularly coal.

Moreover, the US Treasury has not substantiated any of its allegations. A recently-released propaganda video depicts North Korean missiles approaching the USA island territory, with captions warning Americans that "time is not on the us side".

Among the other entities referred to include the companies in Dandong Rich Earth Trade, based in China, and Gefest-M, based in Moscow, who would have bought raw materials (vanadium, metals), and also for the benefit of businesses related to the military programs in north korea. The suits seek nearly $7 million from Velmur and just over $4 million from Dandong, the Justice Department said.

The imposition of so-called secondary sanctions, that is, unilateral United States penalties, has been under discussion in the USA for some time.

South Korea and the United States technically remain still at war with North Korea, as the 1950-1953 Korean War ended with an armistice rather than a permanent peace treaty.

North Korea should be aware that its threat to launch missiles that would fly over Japan toward Guam is totally irrational and contrary to the common sense of the worldwide community.

China has reacted angrily to the latest round of U.S. sanctions.

"China opposes unilateral sanctions out of the UN Security Council framework, especially the "long-arm jurisdiction" over Chinese entities and individuals exercised by any country in accordance with its domestic laws", the embassy spokesman said.

The US sanctions, which are aimed at forcing Beijing and Moscow to force Pyongyang to abandon its nuclear program, will only heighten tensions in the Asian region. A far cry from the "fire" and "anger" promised there are only two weeks by us president Donald Trump if North Korea continues to threaten America with its nuclear ambitions.

North Korea tests an ICBM for the first time, saying it can launch a missile that can reach the continental United States.

The comments by Mr Tillerson, the top USA diplomat, were far more conciliatory than previous warnings from Mr Trump, who said earlier this month that further threats from Mr Kim's regime would be met with "fire and fury".

U.S. Secretary of State Rex Tillerson on Tuesday said he wanted to "acknowledge" that Pyongyang had not conducted missile tests since the adoption by the United Nations Security Council (UNSC) of Resolution 2371 earlier in the month.

"We hope this is the signal we have been looking for, that they are ready to restrain provocative acts".

But the top American diplomat also added, "We need to see more on their part".

Mr Tillerson volunteered the remarks on North Korea without prompting at a briefing on Tuesday that was arranged to discuss the Trump administration's new approach to Afghanistan. Pyongyang, however, insists that it will not give up its nuclear weapons while confronted with the continuing threat of USA attack.

The isolated nation's state-run media on Tuesday mocked Trump for posting "weird articles" on Twitter and spouting "rubbish" about a possible conflict between the US and North Korea.

In a sign that the drama over the North's nuclear program may be easing, Wednesday's report - which coincided with the third day of the 10-day joint U.S.
