Rae recommends Canada take a lead role with like-minded countries in a United Nations genocide investigation.

In response, Russian Foreign Minister Lavrov praised the efforts by Bangladesh and considered the recent engagements of Myanmar and the proposed inclusion of United Nations agencies and UNHCR in the rehabilitation arrangement.

A boat carrying dozens of Rohingya Muslims from Myanmar arrived in Malaysia on Tuesday and the refugees will be allowed to enter the country, but an expert played down fears of a new exodus. The coastguard said there were 19 men, 17 women, 12 girls and eight boys on the boat. This right extends to migrants, who may be detained only in exceptional circumstances and in accordance with global law.
Maj. -Gen. Maung Maung Soe, the head of Myanmar's western army command is on such lists and Rae makes clear others could be added - "anyone deemed to share responsibility for the abuses of human rights and the crimes against humanity in Myanmar".
"To cut off development assistance to or collaboration with the entire Myanmar public sector or to stop engaging with the government of Myanmar would have the effect of making Canada nearly entirely irrelevant to any debate or discussion on how to move forward".
