Labour Brexit spokeswoman Jenny Chapman said: "Dominic Raab has been sidelined by the Prime Minister before he has even had the chance to get his feet under the table".

Mr Varadkar was responding to a threat made by British Brexit Secretary Dominic Raab who suggested the United Kingdom could now insist on "conditionality" to its previous agreement to pay off the money it owes Brussels.

The first warning came from the new health secretary, Matt Hancock who said the measures would be needed if there was a no-deal Brexit.

Prime Minister Theresa May has called her white paper proposals "a significant development of our position ... a coherent package", but the EU's chief Brexit negotiator Michel Barnier questioned whether they were workable.

'Article 50 requires, as we negotiate the withdrawal agreement, that there's a future framework for our new relationship going forward, so the two are linked, ' Raab told the Sunday Telegraph.

He told MPs in the Exiting the EU Committee: "I don't doubt that we would have to look at the uncertainty that we would face in the short-term, but I think long-term actually we would still be able to thrive".

May has stepped up planning for a so called "no-deal" Brexit that would see the world's fifth largest economy crash out of the European Union on March 29, 2019, a step that could spook financial markets and dislocate trade flows across Europe and beyond.

"It would lead to a fissure in relations which would be highly damaging for that great partnership that we have had for so many years, which has been so important in sustaining the global order".

Half of the voters would support the UK's stay in the European Union if there was a second referendum. In March the Prime Minister promised to correct the mistakes of previous Governments by putting an end to "siloed" working and integrating health and social care so that demands on the NHS are better managed.

Raab was appointed on July 9 after his predecessor, David Davis, quit in protest at May's plan for close economic ties with the EU.

Mr Grieve said he did not believe Mrs May is at risk, but added: "The only group that could possibly bring the Prime Minister down is if the group of my hard Brexit colleagues so lose the plot that they decide that is an effective way for them to proceed".
